The Montgomery County Council voted 7 to 2 for two land-use measures that would pave the way for a Live Nation music hall in downtown Silver Spring.

Those votes, cast Tuesday, were victories for both County Executive Isiah Leggett and Lee Development Group, which will donate the land to the county under the deal.

Lee Development would first build the public-use space and would then have the green to create a surrounding project.

Under the deal, the county and the state will pay up $8 million in public funds—$4 million from each side—to build the music hall.
